the short of it (though it's a short article): state is out of money so isn't doing any tax refunds and probably will be paying employees late. the democratic governor wants to transfer money from another account, but the state republicans (who control both legislative houses) are refusing to approve it. unless she signs off on their budget.
so, um, the gop wants us all to have tax cuts and then uses our refunds as blackmail. NICE!
